Heat controller
The controller should measure the temperature of the warm water. If the temperature falls below a given value, the heating should be started.
During a given period (day/night for example) heating of warm water should be closed, independent from the temperature of the water.

Most of the times it's not worthwhile to design a whole new wheel while the current ones still turn well. So for the solution of the problem as described , get a boiler with a build in adjustable temperature controler and a standard 24h timer and you are done.
