Among the most easy to operate universal timers is the egg-timer. Timing from a minute up to an hour. Mine is a simple spring operated one. I use it frequently and feel no need to build an electronic one. Nevertheless you can find various designs on the net. One of them: http://www.extremecircuits.net/2010/07/egg-timer.html

I would also use pic micros. Depending on your needs you could use a cheap PIC12F675 or bigger ones like 16F628 or 18F types. An easy way programming these is the open source JALv2 language. If you don´t want to program you could use 4024 or 4060 logic chips. Hubert

Velleman Kit K2579 is a Universal Timer and I used it as part of a lighting circuit
