Is it possible to create a TPM 2.0 USB dongle for Windows 11?
Microsoft wants to prevent PCs that do not have TPM 2.0 (Infineon SLB 9665 TT 2.0 chip, 28 legs, less than 2 € each per 3000 units) from going under Windows 11 ... is it not possible to offer this component on usb dongle?

How useful it is, I do not dare to judge, I would definitely be afraid of losing the device.
And the security gain should be limited if an attacker has access to the device and can easily read the transferred key data.
